I thought the 1960s, but Wikipedia mentions research as far back as the 1930s in Germany. "In 1953 scientists at the Sloan-Kettering Institute in New York City demonstrated that cigarette tar painted on the skin of mice caused fatal cancers.[29] This work attracted much media attention and the New York Times and Life both covered the issue. The Reader's Digest published an article entitled "Cancer by the Carton"." The tobacco industry used powerful lobbyist forces to challenge the scientific research showing a direct link to tobacco and cancers. It's no accident that quite a few of the leading anti-climate-change lobbyists worked for Big Tobacco, considering the tactics are similar (challenge the science, the credentials of scientists, point to industry based research that counters peer-reviewed journals, create doubt in the public mind about the real nature of scientific research, etc etc etc).
